Q....Is re-celling my old pack the same as buying a new one?   A....Yes. If the case for the battery pack is still in good shape, replacing all of the internal cells with new ones will make the pack operate like a brand new pack would. In many cases even better than it did when it was new due to the increased capacity of newer technology cells.
